With regard to the Ngaanyatjarra Council (Aboriginal Corporation) College -
(1) How is provision of funding for the College calculated year by year?
(2) Is the Minister aware that the College has expanded the number of programmes and students significantly since it was established?
(3) Will the Minister commit to improving funding for the College in line with the expanded expectations placed on the College?
(4) If no to (3), why not?
(5) Will the Minister commit to indexing school funding to at least the CPI?
(6) If no to (5), why not?

Funds are partly derived from the Commonwealth Indigenous Education Strategic Initiatives Program (IESIP). $80,000 has been allocated under this program for 2003. The Department of Education and Training acts as an agent for the Commonwealth for the release of these funds to independent training providers, which is the category for the Ngaanyatjarra Council College. It is an independent College owned and controlled by the Ngaanyatjarra Land Council. The funds are forwarded on to the College by the Aboriginal Services Branch of the Department under conditions specified in a resource agreement. The Department has also provided an additional $135,000 from state funds in recent years as an Aboriginal Training Grant. This is in recognition of the special issues associated with literacy and numeracy levels, transient population, a wide range of communities across a large geographical distribution, and problems associated with attracting quality staff to such a remote region. Under User Choice, funds are offered to the College for the delivery of Remote Area Essential Service traineeships. A clear aim of the program is to support sustainable employment post traineeship thereby assisting the community to manage its own essential services. The anticipated numbers are known in advance and funds are budgeted accordingly. The College also applied for Competitive Allocation of Training Program (CAT) funding to deliver other courses based on the needs identified in the community during 2002. (2) The Minister is aware of the number of programs and students that the College has catered for since its establishment. (3) Refer to (1). A significant contribution has already been made to the College which has been treated as a priority for funding. The Department will continue to work with the College and, where appropriate, other departments and agencies to ensure that the training funded at the College continues to meet the training needs of the Aboriginal communities within the region.
