I refer to the Minister’s answer to my Question On Notice No. 3172, specifically concerning the Minister's statement relating to this year's Budget providing an additional $29.1 million over three years to continue the Statewide Specialist Aboriginal Mental Health Service (SSAHMS) and ask: (a) what portion of the 29.1 million over three years will be allocated to the Kimberley; (b) of the 12 proposed full-time equivalent positions funded, where will they be located and areas will they service; and (c) what organisation with these positions be based?

(a) Of the $29.1 million allocated to the Statewide Specialist Aboriginal Mental Health Service from 2014-2017, $19 million will be spent on the delivery of the service in regional and remote areas. It is estimated that approximately $6.4 million of that funding will be spent in the Kimberley region.
(b) In total, 35 full time equivalents were dedicated to the service delivery of the Statewide Specialist Aboriginal Mental Health Service in the regional and remote areas, including 12 full time equivalents allocated to the Kimberley region during the business case process and an additional 2 full time equivalents to assist in service coordination. However, to allow flexibility in responding to need, the service agreements for the delivery of the Statewide Specialist Aboriginal Mental Health Service do not specify the locations that full time equivalents will be placed or the locations to be serviced, with the exception of Derby and the Kutjungka region which are allocated 2 full time equivalents each.
(c) The Western Australian Country Health Service will deliver the majority of the Statewide Specialist Aboriginal Mental Health Service program to the regional and remote areas of Western Australia, including the Kimberley region. The Mental Health Commission is in the process of undertaking a restricted procurement process for the delivery the service to Derby and the Kutjungka region. Whilst this process is undertaken the Kimberley Aboriginal Medical Services Council is continuing to deliver the service in partnership with Western Australian Country Health Service, Derby Aboriginal Medical Service and Yuri Yungi Aboriginal Medical Service.
