I refer to Budget Paper No. 2, Volume 2 at page 537 "Spending Changes", line item "Additional Inpatient Mental Health Activity" and note that in 2012-13 the allocation was $12,300,000 yet in 2013-14 the allocation is about one quarter of that amount at $3,200,000, and ask the Minister to explain why about one quarter of the 2012-13 appropriation has been allocated in 2013-14?

In regard to the $12.3 million in 2012/13, $3.2 million was to recognise an adjustment for Series B+ population activity growth. The balance of $9.1 million reflects a further adjustment for activity in 2012/13 only. The activity adjustment for subsequent years is shown further down the 'SPENDING CHANGES' table, as 'Growth in Public Mental Health Services'. The two lines should be considered together.
