❓ Question on Notice regarding the planned closure of obstetric services at Kalamunda District Community Hospital and the opening of a new birthing service at Swan District Hospital. The response confirms that resource justification at Swan District is not a factor, the Kalamunda service will close when Swan District is ready, and existing consultation is deemed sufficient.

I refer to the release of the “WA Health Clinical Services Framework 2005-2015” on 21 September 2005, which continues to demonstrate that there will be nil obstetric services at Kalamunda District Community Hospital from 2010-11. I refer also to the minister’s press release of that same day, which indicated that a new Swan District Hospital development due for completion in 2010-11 would include a new birthing and delivery service that will become the main centre for obstetrics in the eastern metropolitan area. Given that the Minister for Health has received confirmation from the Western Australian head of the Royal Australian and New Zealand College of Obstetricians and Gynaecologists, at a meeting in his office on 7 September 2005, that the quality of the existing obstetric service at Kalamunda hospital is not in question, and given also that the issue of the longer-term sustainability of the existing service at Kalamunda hospital has emerged as the main reason for the proposed closure of the obstetric service at that hospital, will the minister - (1) Confirm that the need to justify the current level of resources applied to the current obstetric service at Swan District Hospital is not a significant factor in any decision to withdraw obstetric services from Kalamunda hospital prior to 2010-11? (2) Confirm that the current obstetric service at Kalamunda hospital will continue, whilst it can be sustained, until 2010-11? (3) Consult with the families in the catchment area of Kalamunda hospital about the issues they feel are important with regard to their access to obstetric services in the future? Hon SUE ELLERY

Noting the time, I have a very quick answer. The minister has provided the following response - (1) I confirm that it is not a significant factor. Decisions regarding location and level of obstetric services throughout the metropolitan area in the clinical services framework have been significantly informed by the recommendations of the Western Australian Statewide Obstetrics Services Review of 2003, which was endorsed by Reid in 2004. (2) No, the obstetrics service at Kalamunda hospital will cease when suitable levels of service of the same high quality are available at Swan District Hospital. (3) Extensive consultation occurred during the initial Reid review, and significant community feedback was received during the clinical services consultation 2005.
