In relation to the Western Australian Health Department's Language Services Policy, I ask the Minister:
(a) what steps have been taken by the Department to ensure that the concept of 'informed consent' is incorporated into the Department's Language Services Policy;
(b) did the Department develop performance indicators relating to the Language Services Policy and, if so, what are the performance indicators and will the Minister make them available for comment from the public and relevant stakeholders in the community sector; and
(c) when will the Language Services Policy be fully implemented and fully operational?

(a) The WA Health Language Services Policy cites seeking 'informed consent' as one of the health care events, circumstances and points along the patient journey where there can be high risks associated with miscommunication and where health providers need to consider engaging interpreters with more than minimum competency to avoid any miscommunication.
(b) Work on the development of the language services performance indicators is currently underway. Early this year (2012) , a Performance Measures and Reporting Working Group was formed to identify consistent and across WA Health key language services performance measures. While it is not planned to take the performance indicators for public comment when they are identified, they will be presented for feedback to the WA Health Language Services Advisory Group which includes consumer and carer representatives.
(c) The WA Health Language Services Policy was endorsed by the State Health Executive Forum at their August 2011 meeting and became operational on 30 September 2011.
The responsibility for implementing the policy within WA Health services rests with the Area Health Services. Tools, advice and training are available to health services from Department of Health to facilitate implementation.
A series of briefings were undertaken from October 2011 to March 2012 to inform the public and WA Health staff about the policy and the support toolkit. Implementation tools and guidelines are available on the WA Health website.
The policy will be reviewed in 2014.
