I have a supplementary question. I am not asking the minister to guarantee that there will be a reduction in electricity prices; he has said he will not do that. Will the minister guarantee that there will be no increase in the price of electricity in Western Australia following his reforms - yes or no? Mr E.S. RIPPER

The member for Darling Range could be Howard Sattler or Liam Bartlett. All I am saying is that the best chance for WA to get lower electricity prices is to have a system that creates lower electricity prices. That system is a competitive electricity market. A competitive electricity market, of itself, will not bring price increases to Western Australia; it will cause downward pressure on prices.
