It does have a licensing function but that is only for scientific establishments under the Animal Welfare Act. The total number of licenses issued in 2002/2003 is 24 and this number is unlikely to increase in ensuing years. The Department also collects fees and charges from Freedom of Information applications but this is minor and very infrequent.
