I refer to an analysis of the government procurement provisions of the proposed Australia-United States Free Trade Agreement conducted by lawyers, Corrs Chambers Westgarth, which outlines what it described as fundamental changes to all aspects of government procurement. The briefing paper also reveals that every State Government except Western Australia and Victoria excluded their health and welfare services from the FTA and that all State Governments except WA, Victoria and Tasmania have excluded their education services from the FTA. (1) Will the Premier confirm whether the WA Government asked for health and welfare services to be excluded from the government procurement provisions of the AUSFTA? (2) If no to (1), why not? (3) Will the Premier confirm whether the WA Government asked for education services to be excluded from the government procurement provisions of the AUSFTA? (4) If no to (3), why not? (5) Will the impact assessment that the WA Government is currently conducting into the FTA encompass the impact on local industries as a result of the decision to open up government procurement to US companies?
