STATE BUDGET — TRAINING PLACES FUNDING
I refer to the 2009-10 budget that was tabled today. (1) How many new training places have been funded in the 2009-10 budget? (2) How many of those places are for apprenticeships and traineeships? Hon PETER COLLIER

I thank the honourable member for the question. (1)-(2) The government has committed to the 74 000 target for the Productivity Places program. That will come from a raft of different options and initiatives that we have committed to. It will combine both apprenticeships and traineeships. We have been very proactive in ensuring that we assist employers to overcome the economic downturn through subsidies to government trading organisations. As the member will know, we have also established the workers’ compensation rebate for first-year apprentices or those with a certificate III and above. We also have a raft of other initiatives to assist employers and trainees. People who are unemployed will be able to have their enrolments paid for, including those with a certificate I. Under the federal Job Seekers program, people with a certificate I were excluded. A lot of people who are unskilled want to get some skills and return to the workforce, so a certificate I is very important, particularly for people who have no skills. We will ensure that those people are looked after, because they have basically been ignored. We have also provided concessions for the recognition of prior learning. The unemployed will not have to pay any fee for the recognition of prior learning. Trainees will also get a concession for the recognition of prior learning.
