(1) Recently the Government tabled four separate Reports on Consultants Engaged by Government which included the following consultancies for Health; $455,324 to Scyne Advisory, integrated program management office services (31 December 2023). $771,893 to Scyne Advisory, integrated program management office services (30 June 2024). $679,929 to Scyne, integrated program management office services (31 December, 2024). $1,691,000 to Deloitte Touche Tohmatsu, business Case Partner EMR (31 December 2024). $1,980,00 to KPMG, support to EMR for running of the program management office (31 December 2024). $429,725 to Journey One, project management of Project Development Plan for EMR (30 June 2024). $139,392 to Journey One, project management of Project Development plan for EMR (31 December 2024). $633,958 to Deloitte Touche Tohmatsu, business case for a State Health Operations Centre (30 June 2024). $3,123,456 to Scyne Advisory, reporting and advisory services for HSS ICT Programs (31 December 2024). $1,063,640 to Scyne Advisory, reporting and advisory services for HSS ICT programs (30 June 2025). Can the Minister advise with respect to Scyne Advisory : (a) What exactly was the $1,907,146 paid to Scyne Advisory for integrated program management office services for; (b) As no payments were shown to Scyne Advisory for integrated program management office services in the Consultant’s Report ending 30 June 2025, it is assumed that this consultancy has been completed. Is this correct: (i) If so, what were the outcomes; (c) How will the services provided by Scyne Advisory now be provided; (d) What is the integrated program management office; (e) Were the services provided by Scyne Advisory not available internally within Government; (f) Where in Health were the integrated program management office services provided ; (g) Has there been an evaluation of the services provided: (i) If so, what were the findings; and (ii) If not, why not given the almost $2m spent on these services; (h) What process was followed to select Scyne Advisory to undertake this consultancy; and (i) Has Scyne Advisory provided the Government with a report on this consultancy: (i) If so, when and can it be tabled; and (ii) If not, why not? (2) Can the Minister advise with respect to Deloitte Touche Tohmatsu: (a) What the $1.691m paid to Deloitte Touche Tohmatsu (30 June 2024) for a business case partner for EMR specifically for; (b) Was this business case completed; (c) Can it be tabled; (d) What were the recommendations; (e) Will the Minister be implementing the recommendations: (i) If so, when and what are the cost implications; and (ii) If not, why not; (f) Why is a business case being developed for EMR only ; (g) Are there applications to be extended to the other metropolitan and country health regions: (i) If so, when and at what cost; and (ii) If not, why not; (h) If the business case has not been completed, when is it expected it will be ; (i) Are there any future costs anticipated for this specific consultancy; and (j) What was the process for selecting Deloitte Touche Tohmatsu to undertake this work? (3) Can the Minister advise with respect to KPMG: (a) What the $1.98m paid to KPMG (31 December 2024) for the ongoing running of the program management office was for; (b) Is this different to the $1.9m paid to Scyne Advisory for integrated program management office services: (i) If so in what way; and (ii) If not, why is KPMG now providing the support previously provided by Scyne Advisory; (c) Are there any future costs anticipated for this specific consultancy; (d) What was the process for selecting KPMG to undertake this work; and (e) Has KPMG provided the Government with a report on its consultancy services: (i) If so when and can it be tabled; and (ii) If not, why not? (4) Can the Minister advise with respect to Journey One: (a) What the two payments to Journey One (30 June 2024 and 31 December 2024) totalling $569,117 for project management of a project development plan specifically for; (b) What was the process for selecting Journey One; (c) Has the plan been submitted to Government: (i) If so, when; (ii) Can it be tabled; and (iii) If not, why not; (d) What are the recommendations in the plan; (e) Does the Government accept the recommendations: (i) If so, what is the cost of implementing them; and (ii) If not, why not; (f) Has the plan been finalised and when will it be implemented; (g) What is the expected impact; (h) Is there any relationship or connection between the $1.907m paid to Scyne Advisrory, $1.691m paid to Deloitte Touche Tohmatsu, $1.98m paid to KPMG and $569,117 paid to Journey One for program management and program office services: (i) If so, what is it; and (ii) If not, are these each individual consultancies that do not have any connection with each other; and (i) Are their evaluations to be undertaken of each of the consultancies: (i) If so, when and by whom; and (ii) If not, why not?

Independent consulting firms are periodically procured by the Department of Health to support the delivery of major projects, including through the provision of independent program assurance, project and program management, and specialist technical capability.
The four consultancies identified comprise the following engagements:
· Scyne Advisory was engaged to provide Integrated Program Management Office (IPMO) services associated with the Peel Health Campus transition program.
· Deloitte Touche Tohmatsu was engaged to support development of the Stage 2 Business Case for the Electronic Medical Record (EMR) Program
· KPMG was engaged to mobilise a delivery Program Management Office (PMO) for the EMR Program.
· Journey One was engaged to provide specialised program and project management services to support development of the Electronic Medical Record (EMR) Stage 2 Program Definition Plan.
Each engagement was distinct, and was undertaken in accordance with the WA Government Procurement Guidelines. Contract management and performance monitoring for each engagement was undertaken through standard departmental processes.
The Business Case and Program Definition Plan for the EMR Program cannot be tabled as each is Cabinet in Confidence.
