(2) The Lotterywest Federation Walkway is one of the most significant projects to King’s Park in recent years. Since its opening in August over 300,000 visitors have enjoyed the Walkway compared to a total of 124,000 visitors to this area of the park in the whole of the previous 12 months. The project is also one of the most notable community projects to be funded by Lotterywest in recent years, and its construction was largely made possible through a Lotterywest grant of $900,000 to the Friends of Kings Park. Research consistently shows that lottery players wish to be informed of the ways in which funds raised by Lotterywest are used in the community. As well as providing publicity for this major new attraction, this advertisement was designed to communicate this as an example of Lotterywest funding for a project which all Western Australians can enjoy. The fact that the advertising space was provided at a considerable discount by The West Australian means that this was a particularly cost effective form of communication. (3) In recent years Lotterywest has provided many grants to the Friends of King’s Park for projects ranging from weed control to the development of a play area for pre-school children and their families. Lotterywest grants to the Friends of King’s Park have totalled over $2.5 million since 1993. (4) Advertising for both Lotterywest products and for the purpose of communicating Lotterywest community funding is a normal part of the operational activities of Lotterywest and is part of Lotterywest’s general marketing and public relations The Minister for Government Enterprises’ office is kept informed as appropriate of advertisements such as this, but it is not expected nor is it practical that he approve advertisements before they are placed.
