I refer to the 28 June letter addressed to the Forest Products Commission that the minister tabled in this House and the answer just given by the Minister for Racing and Gaming, in which he said that at this stage the FPC and Treasury have not reached agreement on the portion of the debt recently transferred from the Department of Conservation and Land Management to the FPC that is non-commercial. Why did the Minister for Forestry write that letter and what is the Minister for Forestry’s understanding of the matter? Hon KIM CHANCE

I was intrigued when I read the second letter. It would have been more accurate to say that we have not reached final agreement. However, to put the budgetary situation right, I had to give that direction at that time. Hon Peter Foss: Can you give a second direction later if that changes? Hon KIM CHANCE: I believe I can, and I can withdraw the direction I have given by letter. The process simply must be in the open. The letter I tabled mentions that a business case is being prepared. Hon Peter Foss: That was for funding. Hon KIM CHANCE: No, I believe that the business case can open the door again. I understand that, as we prepare the business case, we will be able to look towards opening the door again. That is my sincere hope.
