GREEN GROWTH PLAN — FINALISATION
1357. Hon LYNN MacLAREN to the Leader of the House
representing the Premier:
(1) Will the
Premier provide an update on when he expects the green growth plan to be
finalised and sent to the commonwealth?
(2) Noting the
large number of errors and inconsistencies in the initial draft green growth
plan released for public comment last December, will the public have a second
opportunity to comment on the plan before it is finalised by cabinet?
(3) If no to (2), why not?
(4) Will the
version of the plan that is finalised by cabinet be available for public
examination at the time that it is sent to the commonwealth for consideration?
(5) If no to (4), why not?

I thank the honourable member for
some notice of the question.
(1) It is
intended to submit the final strategic assessment of Perth and Peel documents
to the commonwealth Minister for Environment and Energy for assessment in
mid-2017.
(2)–(3) Nearly
600 individual submissions and more than 3 000 proforma submissions were
received in response to the draft documents. The analysis of these submissions
will inform the preparation of the final documents. The Department of the
Premier and Cabinet, along with other agencies, is continuing to engage with
industry and community groups, local government, traditional owners and other
stakeholders on a broad range of issues relating to the strategic assessment,
and this will continue into 2017. On the basis of the extensive public
consultation, a further public comment period is not proposed. The issues
raised with the draft will be addressed in the final documents.
(4)–(5) Public
release of the final document submitted to the commonwealth will be considered
when the documents are finalised, and is not required under the Environment
Protection and Biodiversity Conservation Act 1999.
