For each agency in the Planning portfolio since 23 September 2008 -
(1) Has any tariff, fee or charge increased by an amount greater than the consumer price index for that year?
(2) If yes to (1) -
(a) what was the name and purpose of the tariff, fee or charge;
(b) on what date did the increase come into effect;
(c) what was the amount of the tariff, fee or charge prior to the increase;
(d) what was the amount of the tariff, fee or charge following the increase;
(e) what was the amount the tariff, fee or charge was above the consumer price index for that year;
(f) why was the increase above the consumer price index; and
(g) what is the current amount of the tariff, fee or charge?

(f) A review of fees identified that fees for assessment of development applications were below cost recovery and had not been reviewed since early 2007. The ARA subsequently adopted the development application fees specified in the

on 2 September 2011. EPRA have nominated a three month notice period prior to the new fees coming into effect (3 December, 2011).

$50,001 to $100,000 - $250
$100,001 to $1,000,000 - $350
$1,000,000 to $10,000,000 - $0.75 for each $4,000 + $250
Greater than $10,000,000 - $0.50 for each $4,000 + $1,000
(to a maximum of $12,500)
(d) The amount of the fees following the increase on 3 December 2011 is outlined below:

$500,001 to $750,000 - $0.40 for every dollar over $750,000 + $1,000

$1,000,001 to $5,000,000 - $3,000 + $0.20 for every dollar over $1,000,000
$5,000,001 to $10,000,000 - $11,000 + $0.20 for every dollar over $5,000,000
Greater than $10,000,000 - $21,000 + $0.15 for every dollar over $10,000,000, to a maximum of $50,000
(e) EPRA can provide information relating to the amount that the fee is above the consumer price index once the fee comes into effect on 3 December 2011.
(f) The fees have not been updated since 1992 and amendments to the fees are to align with current day costs.
