I refer to the free dental screening service pilot program for 0-4 year olds currently underway and undertaken by the Department of Health in Swan View, and ask:
(a) is Swan View the only location where the pilot is being undertaken;
(b) what is the cost of the pilot program;
(c) how many full-time equivalent (FTE) staff are employed in the pilot program;
(d) how many children have been screened to date as part of the pilot;
(e) what is the average cost per screening to the Department of Health;
(f) how many children does the Department anticipate screening by the completion of the program;
(g) what are the preliminary findings of the pilot;
(h) is the pilot going to be formally evaluated upon completion and, if so, will the Minister provide a copy to the evaluation report;
(i) has the Department previously undertaken any feasibility studies on providing a free dental screening service for 0-4 year olds; and
(j) what (if any) free dental services are available for 0-4 year olds in the public health system, apart from the emergency dental services at Princess Margaret Hospital?

(a) No. There are two pilot locations, Swan View (metropolitan) and Albany (country). Both are identical in their volume, scope and initial findings. The aim of the pilot program is to assess the possibility of extending the free universal School Dental Service to include 0-4 year old children and to estimate the impact on general and specialist dental service demand for this age group.
(b) The pilot program comprises screening as well as treatment. The total cost of the screening component in Swan View will be $9,750 - $10,500. A small number of children will require treatment under general anaesthetic (GA). The total cost of the treatment component is yet to be confirmed, as treatment is still ongoing.
(c) The total FTE of the screening component in Swan View is 0.93 FTE (0.5 FTE Dental Therapist, 0.4 FTE Dental Clinic Assistant, and 0.03 FTE Dentist). This does not include FTE required for treatment under GA, which is yet to be completed.
(d) The screening component has been completed.
800 children in Swan View were screened.
(e) Estimates inclusive of screening, treatment and those cases requiring GA indicate the average cost will be $68-$75 per child. Average cost per screening will not be known until the pilot has been completed and all staff, consumables and facility costs have been quantified and allocated.

(g) Approximately 10% of the children screened require treatment and 2% will require treatment under GA.
(h) All publicly funded dental health services are evaluated as part of an ongoing process of service improvement. The outcomes of the 0-4 pilot program will be initially examined and evaluated as part of broader Health Impact Assessment of new models of care within Dental Health Services. The results of the assessment will inform the development of an appropriate model of care and enable detailed costings.

(j) Dependents of Health Care or Pensioner Concession Card holders who are aged 0-4 years are eligible for emergency and general dental care at Dental Health Services' public dental clinics. These patients are required to provide a co-payment for treatment.
