(1) Seven of
the 12 recommendations in the report ''From Strength to Strength''
have been implemented. The Western Australian Technology and Industry Advisory
Council endorsed the recommendations of ''From Strength to Strength''
soon after its appointment in 2010. This endorsement saw the implementation of
recommendations 1, 2 and 4, as these have guided the work of TIAC and the
development of the Department of Commerce's science and innovation
evaluation framework. Also in 2010, the Department of Commerce undertook a
review of the scheme guidelines under the Industry and Technology and
Development Act 1998 and recommended changes that were supported by TIAC and
approved by the minister. The department also undertook the development and
implementation of the science and innovation evaluation framework, which has
been in use since 2011. These two activities saw the implementation of
recommendations 7, 9 and 10. Recommendation 11 was implemented through the
appointment of new members to TIAC in December 2010, with the exception of the
name of TIAC, which cannot be changed without amending legislation.
(2) Four of the
12 recommendations in ''From Strength to Strength'' have been
partially implemented. Recommendations 3 and 5 are guiding the work of TIAC and
the Department of Commerce. The state government is currently preparing a
vision for science that will guide the development of a science strategy,
including coordination mechanisms for Western Australia. Implementation of
recommendation 6 is ongoing. The Department of Commerce continues to work with
state-funded bodies such as the Western Australian Marine Science Institution,
iVEC and the International Centre for Radio Astronomy Research, as well as
providing support for the Square Kilometre Array bid. TIAC undertook
stakeholder consultations in the four value-creating areas in 2011.
Recommendation 8 refers to a long-term funding commitment. Although the premise
of this recommendation is accepted, it needs to be balanced with local priorities
and global trends and implications.
(3) Recommendation
12 would require changes to the Industry and Technology Development Act 1998.
