(1) How many couples have applied for the First Start scheme since 16 October 2008?
(2) How many of these applications have been processed?
(3) How many of the applications that have been processed have been successful?
(4) For each application, what is the process time from receipt of the First Start application for approval or decline?

(1) 266 as at 25 May 2009.
With falling house prices and interest rate reductions, more people are now able to meet eligibility criteria for full home ownership under the normal Keystart Loan, therefore there will be little ongoing demand for the scheme under the current economic climate.
(2) 191 couples have qualified under the revised First Start criteria and have continued in the application process. An additional 25 couples applications are pending the receipt of further documentation.
(3) 191 couples have been successful in obtaining a property.
(4) Keystart's current turn around time is eleven days from receipt of all documents required in order to make full assessment. However, in the case of First Start Shared Equity, clients are required to seek pre-approval prior to selecting and entering into a contract to purchase a property. As such, the timeframe from receipt to approval / decline is dependant on the borrower providing all the required information, selecting a property, making an offer on a property and having an offer accepted by a seller.
