RURAL HEALTH CARE — EXPENDITURE
I refer to an article in the Countryman of 17 January 2008 regarding concerns that rural residents are being forced to travel long distances and wait many hours for basic surgery that used to be provided in their own towns. (1) Is the minister aware that the Rural Doctors Association is reportedly calling on the state government to provide the commonwealth with a breakdown of the money spent on rural health care? (2) Will the Carpenter government disclose this breakdown to the federal government and the Western Australian Parliament; and, if not, why not? Hon SUE ELLERY

I thank the member for some notice of this question. (1) The state government has not received any submission from the Rural Doctors Association to provide the commonwealth government with the breakdown of money spent on rural health care. (2) The WA Department of Health is required to submit an annual report to the Western Australian Parliament in order to acquit expenditure within the health portfolio. Additionally, each year as part of the budget allocation process, estimates hearings are conducted in each house so that budget allocations are appropriately scrutinised and explained. This information is available to the Western Australian Parliament, federal members and other interested parties. The Western Australian government has also signed the Australian Health Care Agreement, which has specific performance reporting targets and expenditure acquittal requirements for commonwealth funds allocated to health expenditure within the state of Western Australia.
