A requirement of winning the tender for an Air Service between Perth, Kalbarri and Shark Bay with services through Geraldton for a period of three years with an extended option of two years, was to operate a regular airline service linking Perth, Kalbarri and Shark Bay to promote tourism, with an option provided for limited services through Geraldton.
(1) Is the Minister aware that according to Skippers Transport website, Skippers already provide a schedule with approximately 360 seats a week through Geraldton and only 150 seats for Kalbarri and Monkey Mia?
(2) Can the Minister explain how this schedule provides for a ‘limited service through Geraldton’ and will this impact on the existing carrier route?
(3) With regard to Tender number (2) (Tender number 0072/04) for the provision of a regular passenger transport air service between Broome, Port Hedland and Karratha, can the Minister please advise why, after consultation with industry representatives who requested a minimum of a two year contract, the Government will only allow a 12 month contract?
(4) Can the Minister explain why there is this discrepancy in the length of the tenders for different regional aircraft services?

(2) It was determined that Geraldton could manage limited competition once passenger numbers exceeded 55,000 per annum. This was achieved in 2002/03 with 55,362 passengers. Skippers Aviation is limited in how many flights, what aircraft and at what times it can operate. (3) The Government is in the process of reviewing subsidised air services with the possibility of tendering revised air services commencing 1 July 2005. This is consistent with the Government’s Air Services Policy and ensures that subsidy funds are appropriately targeted. The existing contracts could not be extended and therefore the Government has re-tendered the existing routes for twelve months until the review is completed. (4) The tenders can be varied according to the circumstances on each route.
