(c) Projects/activities being undertaken in 2002/03: Catchment appraisal (six regional teams). Salinity management-plants. Which includes development and promotion of perennial based farming systems with an emphasis on lucerne; assessment of potential for summer cropping; integration of farm forestry, and productive use of saline land. Perennial pasture selection. Development of sustainable grazing systems. Pasture legume breeding. Engineering water management – surface water management and drainage design and assessment. Irrigation water management, including drainage. Rural towns – hydrogeological and economic studies of rural towns and support for shires to implement salinity management strategies. Land resource assessment – a requisite input to farm, catchment and regional planning. Monitoring – tracking groundwater level changes across the agricultural areas and assessing change in salt affected areas using remote sensing. Production of information for salinity management as hard copy and on the web. (d) This funding is to support salinity recovery in the eastern Collie Catchment where a trial of groundwater pumping is currently being established. This trial will evaluate the viability of groundwater pumping to reduce stream salinity in the Collie River and Wellington Reservoir. (e) This item refers to the administrative support and costs incurred by all departments associated with the salinity program. This is an accumulation of costs incurred by each department on items such as vehicles, computers, and corporate support functions, such as finance and human resources. (f) The Department of Agriculture has employed five senior Regional Landcare Coordinators who are assisting the Regional NRM Groups develop their regional plans for accreditation under the National Action Plan for Salinity and Water Quality. (g) This funding is for the Engineering Evaluation and Catchment Demonstration Initiatives. The Engineering Evaluation Initiative is evaluating specific engineering options for salinity management such as groundwater pumping, deep drainage, relief wells, siphon bores and surface water management. In addition this initiative is evaluating safe disposal options and developing regional drainage planning approaches. A small, broadly skilled steering group has been established to set the overall direction for the Engineering Evaluation Initiative Steering Committee. The membership of the steering committee is John Ruprecht (Chair, Water and Rivers Commission), Tom Hatton (CSIRO), Garry English (farmer and state implementation of salinity management) Gordon Davidson (farmer, local government), Neil Coles (Department of Agriculture), Greg Keighery (Department of Conservation and Land Management) and David Pannell (Resource economist). The Catchment Demonstration Initiative will be looking at demonstrating new and innovative options and at demonstrating integrated approaches to salinity management. (h) On 10 July 2002 I announced an initial $2.35 million package of incentives for the protection of bushland. This is being funded out of the proceeds of the sale of AlintaGas. Additional projects are being developed in the context of the Government's response to the Salinity Taskforce Report, the National Action Plan for Salinity and Water Quality, regional natural resource management strategies and the work of the Natural Resource Management Council. (i) Tree plantation establishment and maintenance. The Forest Products Commission is undertaking the planting of a range of species for water table control while developing new timber resources. The directions have been explained more fully with the release of the 'Action Plan for tree farming in Western Australia'. (j) Answered in Question (d). This funding is intended to be used as matching funds for the National Action Plan for Salinity and Water Quality. (k) Answered in Question (g). (l) The $1.366 million represents the $1 million allocated to the BushBank program and $0.366 million allocated to the Avon and Statewide applications of the salinity investment framework.
