The question I have looks different from the one the member read out, but I will provide the answer given. The Minister for the Environment has provided the following response - A member of my staff - not of the department - was present at the meeting referred to and it was made very clear to all participants that a final determination of the regulations was required through the negotiations, or the existing draft would prevail. My staff member explained that the existing draft was with the minister for final sign-off, and, in effect, on its way to the Governor.
