1415. Hon DARREN WEST to the
Leader of the House representing the Minister for Finance:
(1) Has the
minister ever discussed state government information and communications
technology procurement with Mr Ariti, either formally or informally?
(2) Does the
minister believe that his close business relationship with Mr Ariti could give
rise to the perception that a conflict of interest could arise between his
ministerial responsibilities and his personal business affairs in respect to
ICT procurement?
(3) Is the
minister aware of any other personal, business or family relationships relating
to the Department of Finance's ICT procurement that could give rise to
such a perception of a conflict of interest?
(4) Will the minister stand aside
from discussion and decision-making on ICT procurement?

(1)–(4) The
minister has declared all interests and sought advice about any potential
conflict from the Department of the Premier and Cabinet. The minister has no
operational involvement in goods and services procurement decision-making. The
authority to establish whole-of-government contracts, ICT or otherwise, has
been delegated to the director general, Department of Finance, under clause 3(1)
of schedule 1 of the State Supply Commission Act 1991. The authority to
establish agency-specific contracts, whether ICT or otherwise, rests with the
accountable authorities in each agency, pursuant to sections 20 or 21, as
applicable, of the SSC act.
