❓ Opposition questions Premier about road safety funding cuts, citing potential loss of life and broken pre-election promises. Premier deflects, accusing the Opposition of hypocrisy and promising increased funding in the upcoming budget.

I refer the Premier to the Office of Road Safety publication titled “Future Directions for Road Safety in Western Australia: 2000-2005”, which states - It’s estimated that 20 lives can be saved every year, for every $100 million spent on road black-spots. Another 15 lives can be saved for every $100 million spent on general safety improvements and still more lives for every $100 million spent on capital investment. (1) Is the Premier aware that in the Government’s first two budgets, according to its budget papers, the Government has cut funding to the Main Roads capital works budget by $195 million? (2) Will the Premier confirm that in addition to those cuts, his Government also intends to cut $18 million a year from local government road funding, including maintenance, for the next three financial years, in stark contrast to his pre-election commitment to maintain funding levels? (3) Will the Premier guarantee to the House, in light of the State’s tragically high road toll, that funding for capital works on roads will be fully restored and increased in tomorrow’s budget? Dr G.I. GALLOP

Is the shadow minister aware that her leader believes our Government is spending too much money? Ms K. Hodson-Thomas interjected. Dr G.I. GALLOP: How can she come into this Parliament and raise a question like that when her leader believes we are spending too much money? What a pathetic Opposition; it cannot get its story right. It does not know whether it believes the Government is spending too much money or too little. We will expose this Opposition when the budget comes out tomorrow. I will therefore answer the question. (1) Over the life of the five-year agreement that the Government has with local government, we will provide more than the 25 per cent of the formula amount. (2) There will be an increase in road funding in the budget tomorrow. (3) As the Minister for Police outlined in this Parliament yesterday, we will fully account to the people of Western Australia for the way in which we spend money in the roads budget and in other parts of road safety to fulfil our commitment to cameras in Western Australia. It is a disgrace for the Opposition to come into this Parliament and talk to us about safety when the Minister for Consumer and Employment Protection has just informed us what the Opposition did to workers’ safety in this State in the eight years it was in government. For the shadow minister to come into this Parliament and lecture the Government about not spending enough money, when her leader says that we are spending too much, indicates a lack of direction. This is an Opposition that is in a cavern; it is very dark, there is no light and it is lurching around. It has no ideas, no vision and no creativity in the way it approaches its tasks. It all comes back to one thing: the lack of leadership it is getting from the member for Cottesloe. He will say anything to try to get a headline. He never backs it up with any evidence or with any facts; he will say anything. I have answered all the questions raised by the shadow transport spokesperson. Several members interjected. The SPEAKER: I call to order for the first time the Leader of the Opposition. Dr G.I. GALLOP: I conclude by saying that Richard Court was right when he tried to stop the member for Cottesloe becoming Leader of the Opposition.
