(1) Yes. (2) (a)-(e) Main Roads Public Affairs Unit has a panel contract established to assist with various tasks. Mr Len Horne, who is a contractor on the panel, spent 40 hours working on the opening day event from 1 April to 30 April 2000 at a total cost to Main Roads of $5 520. Mr Horne was part of a Main Roads in-house committee, which organised the event. Tenders were not required. Services provided included assistance in planning a transport cavalcade, liaison with cavalcade participants and other groups involved in the opening event and the implementation of the opening day.
