refer to the recent government announcement entitled ''Greater
protection measures for subcontractors'' made on 12 August 2016.
(1) How much will the building and construction
compliance unit cost to establish and what will be its ongoing costs?
(2)
How many full-time equivalents will be employed in the building and
construction compliance unit?
(3) Can the minister please outline in detail
what the function of the building and construction compliance unit will be
within the Department of Commerce?
(4) Why has there been no announcement by the
minister or his department on the establishment of this new office that he has
direct oversight for?

thank the honourable member for some notice of the question.
(1)–(4) The government announced a comprehensive
sub-contractor payment security package on 12 August 2016. As announced, a code
of conduct will be developed in consultation with industry and will act as a good
behaviour test for contractors who tender for government construction projects.
The code of conduct is a procurement policy and therefore appropriately
announced as part of the broader procurement announcements. The proposed unit
will provide the resources to supervise compliance with the code. Such
resources have not been finalised at this time. The proposed unit will closely
monitor the code that, amongst other things, is expected to promote good
payment practices on construction projects, reduce anti-competitive behaviour
on building sites, and encourage improved workplace relations frameworks.

tabling of the review of the construction contracts act, and otherwise
announcements had been made by the Minister for Small Business separately from
me.
