The Department of Housing and Works pays its creditors in line with contractual arrangements which can span across 30, 60 or 90 days, depending on the nature of the service or goods acquired. For general payments (routine expenditures) the Department abides by the Treasurer's Instruction and guidelines, which require payment of creditors within 30 days. The Department also has business arrangements in place with contractors (primarily for its core business activities such as construction) where payments are made in line with conditions of the contract, and takes account of things such as progress payments and acceptance of variation orders where payments can exceed the Treasurer's Instruction requirement of 30 days. To answer the Member's questions in more specific terms would require time and resources that cannot be made available without a detrimental impact on the Department's daily operational work. Current reports indicate that the Department would have to investigate and retrieve an unreasonable number of documents from off site. The Minister is not prepared to authorise the diversion of time resources for this purpose. However, if the Member has a question about a specific transaction, the Minister will make his best endeavours to ensure that a prompt answer is provided.
