The Departments of Housing and Works and Indigenous Affairs advises
(1-5) The Ninga Mia Village Incorporated was responsible for the street lighting within the community. However, this organisation recently went in to liquidation and is no longer operational.
Traditionally, the Federal Government, through ATSIC, was the primary agency responsible for funding Aboriginal Town Based Communities, such as Ninga Mia, including some municipal services which were then the responsibility of the community governance body.
The Department of Housing and Works has entered into an agreement with the Goldfields Indigenous Housing Organisation (GIHO) to improve housing stock and tenancy management at Ninga Mia. The Goldfields Indigenous Housing Organisation has noted that the street lighting system is not fully operational.
The State has recently finalised negotiations with Synergy, Western Power and the Water Corporation to upgrade the residential power and water supply infrastructure at Ninga Mia Aboriginal Community within the next months. Thereafter, Synergy and the Water Corporation will provide a mainstream residential service to the residents of the Community.
The upgrade of the residential power in Aboriginal Town-based Communities does not extend to street lighting, as this is not a State responsibility. In Kalgoorlie-Boulder, the City of Kalgoorlie contracts Synergy to maintain the majority of streetlights. The normalisation of the provision of municipal services to ATBCs and remote communities is the subject of negotiation between Commonwealth, State and local governments. However, in the interests of the safety of the residents at Ninga Mia, the Department of Housing and Works is having the street lights repaired.
The State Government has committed $35.3 million over four years, through the Housing Authority, to improve Aboriginal Town-based Communities through the upgrade or power and water supply infrastructure.
