(1) Yes
(2) Traffic congestion at points along Canning Highway can delay the route 106. While the timetable tries to allow for congestion, the extent of congestion at various points is not always predictable. Primarily the delays and late running on the route 106 services occur during the morning peak period of 7:30 am to 9:00 am and during the afternoon services between 2:30 pm to 6:00 pm. The main reason for the lateness of these services is the increasing vehicular traffic using Canning Highway. There is no bus priority lane on this highway.
(3) Transperth constantly monitor the services to check the timeliness of the services. When late running is detected, reports are sent to the contracted bus service provider, Southern Coast Transit, for an explanation to the late running. If consistent late running of route 106 occurs, Southern Coast Transit will be instructed by Transperth to review the timetable to ensure that the services can meet the scheduled timed stops in a timely manner.

(5) Where it can be proved that the service operated outside the contract parameters and the reason for operating outside these parameters are through incidents or issues that can be controlled by the operator, a penalty will be applied.
