In order that low-income and needy Western Australians will not be further disadvantaged by cutbacks in the forthcoming state budget, will the minister give an assurance that - (1) no funding cuts will be applied to existing state funding programs to non-government agencies; and (2) non-government agencies funded by the State Government will continue to receive consumer price index or other existing appropriate indexation payments in the 2001-02 financial year? I thank the member for some notice of this question.  It is a fairly long response. (1) In accordance with longstanding practice, the Government will not comment on any specific budget matter prior to the handing down of the budget statement by the Treasurer.  That is normal practice.  The Government has acknowledged the concerns of the non-government sector during what has been a long and complex process of budget preparation, which has been complicated, in large part, by the legacy of budget mismanagement inherited from the Opposition.  The task of finalising a budget, in the face of the inescapable pressure of the cost of coalition programs that were not provided for in budget forward estimates, will be a major challenge.  The Government will give the highest priority in this process to honouring its election commitments.  Many of these are in areas of service provision, which will impact on the concerns of non-government organisations.  In finalising the budget, the Government will continue to work in the best interests of all Western Australians. The Gallop Labor Government values its relationship with non-government organisations as partners in the delivery of community services.  It recognises the concerns of sector members and representatives, and they will be in the minds of ministers as the budget process is brought to a conclusion. (2) In accordance with longstanding practice, the Government will not comment on any specific budget matter prior to the handing down of the budget statement by the Treasurer.
