The Shire of Laverton has responsibility for maintenance of this section of the Great Central Road and as such is responsible for the maintenance of the sealed emergency on - road landing areas. The Tjukaryirla Roadhouse proprietors have been provided with an emergency response trailer containing all necessary signage, communication devices and lights and have been trained in the correct procedure and use of these items in an emergency situation. In co - operation with the Shire of Laverton, they have provided a commitment to install signs and lights, where necessary, to facilitate emergency aircraft landings at the on - road landings areas. Shortly after the opening of the emergency landing area, the Civil Aviation Saftey Authority (CASA) issued a NOTAM (Notice to Airmen) restricting the landing area to emergency use only. CASA has also pursued two local air charter companies who are understood to have made illegal landings on the road in the first few weeks of operation to warn them against further illegal landings. The Western Australian Police Service is currently assessing the legalities of aircraft landing on roads as parts of a review of these facilities across the state. A point of clarification needs to be made in regards to the Member's question. The infrastructure referred to as a "non private airstrip is not an airstrip at all, but in fact a sealed section of road with markings to assist the Royal Flying Doctor Services to land there in a declared mercy flight emergency. Only the RFDS is authorised to land on roadways on a declared mercy flight and it is illegal for a private aircraft to land on a road unless the aircraft suffers an emergency engine failure and there are no other options.
