BUILDING COMMISSION — REGISTRATION RENEWALS
447. Hon KATE DOUST to the Minister for Commerce:
I refer to the
registration renewal process for builders, painters, building surveyors and
plumbers through the Building Commission.
(1) Have the registration renewals for 2013
been completed; and, if not, how many are yet to be completed?
(2) What is the
anticipated date by which all registration renewals will be completed?
(3) How many of each
category of registration renewals have not yet been completed?

I thank the
honourable member for some notice of the question. I am advised by department
that —
(1) Renewal notices were issued to 9 287
builders, painters and building surveyors with a 1 February 2013 expiry date.
Of these, 752 did not apply to renew their registration. As of today, 14 August
2013, 43 applications have been refused and 2 066 are to be determined by the
Building Services Board.
Please note that if an application accepted by the board for the
renewal of registration has not been determined by the expiry date, as
specified in an applicant's certificate of registration, that registration
continues to have effect on and from the expiry day until the board renews or
refuses to renew the registration.
(2)–(3) It is anticipated this
process will be completed by October 2013. The Building Services (Registration)
Act 2011 seeks to improve industry accountability and consumer protection by
imposing a more thorough registration and renewal process when compared to the
previous regime. Every builder and painter registered under the previous regime
had a registry expiry date of 1 February each. This year, each renewal has to
be assessed against the full standards of the new act for the first time. In
future, the number of registrations expiring on 1 February will be reduced as
applicants may choose one, two or three-year registrations. Processing these
renewals will also be quicker because the 2013 renewals process will provide
the Building Commission with an up-to-date record of compliance with
registration standards for each applicant. Of the 2 066 applications from
builders and painters to be determined, the Building Commission is awaiting
further information from 765 applicants who made incomplete applications. The remaining
1 301 are complete except for quality assurance checks that have to be
undertaken.
Applications to be determined include builders, 1 544; painters, 512;
and building surveyors, nil.
