In the context of savings measures announced in the mid-year review and with reference to the Public Sector Commission Circular No.2009-23, relating to substantive equality, can the Minister please advise how all new policies and/or major initiatives in the agencies/departments under their jurisdiction will be assessed for their impact on disadvantaged groups?

The Public Sector Commission advises:
The objective of the Policy Framework is to achieve substantive equality in the Western Australian public sector by:
· eliminating systemic forms of discrimination in the provision of public sector services, and
· promoting awareness of the different needs of client groups.
Public Sector Commissioner's Circular (2009-23) Substantive Equality - Implementation of the Policy Framework (Addressing Systemic Discrimination in Service Delivery) outlines the requirement for designated public sector agencies to implement the policy framework.
All participating agencies are required to report the progress achieved in implementing the Policy Framework for Substantive Equality in their Annual Report.
