Of the $45.5 million allocated in 2002/03 for Road Project Grants, $16.2 million was allocated to Metropolitan Regions with the remaining $29.3 million to the 9 rural regions. Of the $29.2 million $6 million is then retained to provide supplementary funding to meet costs that may arise from time to time as a result of cyclone or flood damage to the road network. If all the supplementary funding is not needed within the year then a determination is made as to what amount can be redistributed to Rural Regional Road Groups. (a) The $45.5 million allocated in 2002/03 for Road Project Grants is initially allocated on the basis of approximately one third to Metropolitan Councils and two thirds to Rural Councils. Each Rural Regional Road Group then receives a base allocation which has been determined on historic expenditure grounds with additional funds provided based on a 4 way formula determined on the road user elements for the region.
