With regard to the Government’s election commitment to conduct a review of saline recovery in the Collie Basin:
(a) what has been the total expenditure relating to this review;
(b) to whom were these moneys paid, for what specific purposes were they paid and in which month was each payment made;
(c) what further costs are anticipated in relation to this review;
(d) has a report (whether preliminary, draft or final) been provided in relation to this review; and
(e) will the Minister table a copy of any such report?

(a) The total expenditure relating to this review is $247 960.
(b) A consortium between KPMG and Worley Parsons was awarded the contract to carry out the review.
The moneys were paid to the consortium for a strategic constraints study, for consultation with the Shire of Collie, to carry out an expression of interest (EOI) process, to complete a scientific, engineering and economic analysis of each submission, to identify preferred options including a business statement for each of the preferred options and to prepare a report.
Three payments were made against the following invoice dates - $86 786 on
14 August 2009, $99 184 on 2 October 2009 and $61 990 on 3 November 2009.
(c) A final payment of $20 000.
(d) Yes
(e) As the report contains commercial and confidential material provided through the EOI process, I cannot table this report. However, as this matter is of interest to both Members of the House and the general public, I have asked the consultants to prepare a version suitable for public release that excludes the confidential information.
