The Minister for the Environment has provided the following response: (1) The Department of Environmental Protection (DEP) has advised that the Shale Road landfill has a single HDPE liner. This is further supported underneath by a lining system that consists of 600 mm of compacted clay to achieve a impermeability of 1 x 10-9 metres per second. This liner system overlays a 150 mm layer of sand which acts as a groundwater relief and collection medium beneath the landfill. A 300 mm layer of 40 mm aggregate is placed over the HDPE membrane to protect the liner during waste placement and facilitate collection and removal of leachate. This system has been designed to contain Class III putrescible waste. (2) The wastes accepted from the Brookdale Liquid Waste Treatment Facility meet the waste acceptance criteria and licence conditions for the Cardup Shale Road Landfill. The DEP does not consider that these wastes will permeate through the liner in months as claimed. (3) The Cardup Shale Road Landfill is licensed to accept waste that falls within Class III criteria as defined by the Landfill Waste Classification and Waste Definitions 1996 (as amended).
