(1) With a new library about to be constructed at the Capel Primary School, does the allocation of 1% of the capital cost of new Government buildings for the purchase of art works for display in those buildings apply to the construction of new schools or new buildings at existing schools?
(2) If it applies to new buildings, could part of this funding allocation be directed towards the purchase of art materials to be used by that school’s students for the creation of art works to be displayed at that school?
(3) If not, what impediments exist to prevent a change of Government policy so that school students and / or local artists can be allowed to provide art works to a new school or a new building within a school?

(2) Yes, if the artist has chosen a medium that involves the school children in the production of the art work, and provided the criteria in question (1) above is met. (3) Not applicable.
