I refer to the
commonwealth Safety, Rehabilitation and Compensation Legislation Amendment Bill
2014 that was read into the Parliament of Australia on 19 March 2014.
(1) What type of employers does the Western
Australian government believe are likely to seek a self-insurance licence under
ComCare if the bill passes?
(2) What steps has the Western Australian
government taken to analyse the financial impact on WorkCover WA if employers
are allowed to exit the WA scheme to self-insure under ComCare?

(1) If passed, the amendments will open the
ComCare scheme to large employers operating in multiple workers'
compensation jurisdictions who have the capacity and willingness to fund and
manage their workers' compensation liabilities. There are many factors
that impact on an employer's decision to self-insure.
(2) WorkCover WA is maintaining a watching
brief on the ComCare arrangements; however, it is too early to make any
assessment of financial impacts on the Western Australian workers'
compensation scheme. The Western Australian scheme has capacity to accommodate
employers moving to national self-insurance.
