I refer to the delivery of public transport services, and I ask:
(a) what procedure does Transperth employ for monitoring the reliability of bus services according to their published timetables;
(b) in 2012, which five routes ran the least reliably when compared to their timetabled schedules; and
(c) for each of these five routes:
(i) what was the reason for the lack of reliability;
(ii) which company operated each route; and
(iii) what steps have been undertaken to improve reliability?

The Public Transport Authority advises:
(a) As each bus in the Transperth fleet has a GPS receiver, the capture of
timetabled stop information is automated and any trips that do not meet the
on-time criteria are flagged.
(b - c) (i - ii) 381. the signal phasing. - Swan Transit; 047 - The
Elizabeth Quay and other CBD works Path Transit; 533 - vehicle congestion
Southern Coast Transit; 293 -. The construction of the Great Eastern Highway
and realignment The Elizabeth Quay and other CBD works Path Transit; 201 - road
widening works on Sevenoaks Street Swan Transit until 06/10/12 and Path Transit
from 07/10/12.*Results are based on the proportion of audited trips failing to
meet schedule adherence criteria.
(iii) Where routes have been affected by road works, consultation with the
party in charge of the works occurs prior to commencement to minimise the
impact on the bus network. Longer term, Transperth is actively advocating
for a number of bus priority measures (bus lanes, queue jump lanes, B light
signal priority) to improve the reliability of services.
