I refer to Budget Paper No. 2, Volume 2 at page 538 "Spending Changes", line item "Recognition of Externally funded Drug and Alcohol Office Programs", and I note that no funding has been allocated for this line item in 2013-14 representing a cut on 2012-13, and ask: (a) why has no funding allocation been made in 2013-14 for this line item; (b) what programs were provided in 2012-13 through this line item; (c) for each program identified in answer to (b): (i) where in the State was the program provided; (ii) how much funding was allocated to the program; (iii) did this represent the full funding needed to provide the program; and (iv) what alternative programs are available in the community for those people needing the program; (d) with no funding allocation in 2013-14, will these programs be axed or cut, and if the later how will this impact the program; and (e) if this information is not currently available, when will it be available?

(a) This line time identifies non-recurrent funding received by DAO in 2012/13 from external sources.
(b) Programs/projects supported through this line item in 2012/13 included:
1. Drug Driving Public Education Campaign - grant funding to DAO from the Road Safety Trauma Trust Fund for delivery of one public education campaign on the risks of drug driving.
2. Psychiatrist Specialist Training Program - grant funding to DAO's Next Step Clinical Service from the Royal Australia and New Zealand College of Psychiatrists (RANZCP) to support a psychiatry registrar training position.
3. Fostering Partnership Program, Implementing State Government procurement - one off grant funding to DAO from the Department of Finance and subsequently provided by DAO to the WA Network of Alcohol and other Drug Agencies (WANADA) to enable them to support non-government organisations with responding to request processes under the Delivering Community Services in Partnership Policy.
4. On Track Program - one off grant funding from the Commonwealth Department of Health and Ageing Early Intervention Pilot Project and provided by DAO to Mission Australia to assist with the fit out costs of premises for the On Track program.
5. Prospect Lodge Residential Rehabilitation Service - funding provided to DAO under a MOU with the Mental Health Commission to contribute to the residential rehabilitation service in the Goldfields.
6. Service Directory Project - one off project grant to DAO from the Mental Health Commission to add to DAO grant funding to WANADA for the development of a joint Alcohol and other Drug and Mental Health Services Directory.
