I refer to Western Power's tender and procurement for equipment, materials and services, and ask:
(a) does Western Power take into consideration local content when procuring goods and services, and if not, why not;
(b) if yes to (a), what percentage of local content does Western Power require from their contractors and tenderers;
(c) does Western Power have any contractor or tenderer that is either based outside Western Australia, or has employees outside Western Australia that are engaged in providing goods or services to Western Power, and if so, will the Minister table a list of these entities; and
(d) does Western Power use any goods, materials or supplies that are produced outside Western Australia, and if so, what is each item and for what reason is it unable to be produced in Western Australia?

a) Under the
Electricity Corporations Act 2005
Western Power is required to act in accordance with prudent commercial principles in order to maximise its long term value, while efficiently minimising costs for consumers. Local content is not a specific consideration under this Act.
b) Not applicable.

It should be noted that in terms of services, the personnel providing the actual service are located in W.A. with minor exceptions.
d) The majority of product used on Western Power's Network is highly specialized and there are often no production facilities in Western Australia. The exception is the supply of distribution transformers, mini pillars, wood poles, personal protective equipment and some steel fabrication. A considerable amount of product is supplied through agencies located in W.A.
In respect to a list of all products sourced outside of Western Australia, it is not practical to provide on the basis of the significant number of items (circa 3500).
