South West Native Title Settlement—Noongar
corporations
955. Hon Neil Thomson to
the Leader of the House representing the
Minister for Aboriginal Affairs:
This question was
redirected from the Premier. I refer to the South West Native Title Settlement.
(1) How many members are currently registered
across all six regional Noongar corporations created under the settlement?
(2) How many of those members share identical
mailing addresses?
(3) Given that over 100 members of the Wagyl Kaip Corporation
allegedly share one mailing address in Fremantle, what systems exist to confirm
those individuals are genuine participants living in the community?
(4) How many official complaints have been
received by the Department of the Premier and Cabinet for the South West
Aboriginal Land and Sea Council regarding irregular membership, registrations
or postal voting for these six corporations?

I thank the
honourable member for some notice of the question. The following answer is
provided on behalf of the Minister for Aboriginal Affairs.
(1) The settlement's Noongar corporations are
responsible for their membership and election processes, including accepting membership
applications, maintaining a register of members and certifying the electoral
roll in accordance with the Corporations (Aboriginal and Torres Strait Islander)
Act. Member numbers are publicly available on the Office of the Registrar of
Indigenous Corporations' website.
This is a federal process.
Ordinarily for a state answer, I would not send the member to one of our
websites, but this is a federal act and a federal website.
(2) This information is held by the Noongar corporations
and not the state.
(3) Noongar corporations manage their membership
application and acceptance processes in accordance with their rule books and
CATSI act requirements.
(4) The Department of the Premier and Cabinet has
not received any official complaints. The South West Aboriginal Land and Sea
Council's complaints process is a matter for that organisation.
