(1) The Department of Agriculture has an external website that provides for the on-site payment of invoices, charges, fines and other fees. (2) The Department of Agriculture does not provide for on-line payments of licences as these require the original document as evidence. (3) No actions are currently being taken to provide for on-line payments of licences. Department of Fisheries (1) The Fisheries Internet website allows for on-site payments via WAFastPay. The renewal of Recreational Fishing Licences uses this service. Department of Fisheries merchandise can also be purchased and paid for via the Internet website. Invoices are not paid via the Internet website but can be paid on-line via NetBank direct into Department of Fisheries banking accounts. (2) Payments which are currently unable to be made on-line are: New Recreational Fisheries Licences Application and renewal of Commercial Fishing Licences Infringement charges The issues surrounding the authenticity and validity of electronic licensing documents and Department of Fisheries infrastructure was an impediment to enable the licensing on-line service. Infringement charges are not paid to the Department of Fisheries, they are paid to the Fines Enforcement Registry. These can be paid at Australia Post offices. (3) The Electronic Transaction Act and Department of Fisheries infrastructure changes in Year 2003/04 will pave the way forward for the Department to implement additional on-line payment services. The following Internet on-line services are planned. Year 2003/04 - new Recreatuonal Fishing Licence application and payment Year 2004/05 - Commercial Fishing Licence application and payment Forest Products Commission (1) No (2) Currently the majority of the Forest Products Commission’s customers pay their accounts by cheque, with some electing to use Electronic Funds Transfer (EFT) directly into the Forest Products Commission’s bank account. No demand for on-line payments has been experienced and the cost of establishing such a system could not be justified. (3) Not applicable Great Southern Development Commission (1) No (2) The Great Southern Development Commission does not levy license fees, charges or fines. Any payments are received by cash, cheque or electronically direct into its bank account from debtors. The costs of providing a secure on-line payment system for such a low volume of debtors could not be justified. (3) Not applicable.
