In relation to the $250,000 Royalties for the Regions-funded singing toilet in Bunbury, I ask:
(a) as the Barnett Government-funded singing toilet plays music from Burt Bacharach's
What the World Needs Now Is Love, what royalties are paid to Mr Bacharach, APRA or the responsible copyright collection agency;
(b) does the Royalties for the Regions programme have best practice copyright protection guidelines; and
(i) if so, please provide a copy; and
(ii) if not, why not; and
(c) have any Royalties for the Regions-funded projects avoided paying copyright monies; and
(i) if yes, could the Minister please list the details?

(a)  Royalty payments are the responsibility of the City of Bunbury.
(b) No.
(i) and (ii) The Department of Regional Development and Lands administers Royalties for Regions on the basis that organisations that receive funding have appropriate governance practices in place. In this case the project is implemented and owned by the City of Bunbury. It is the City's responsibility to ensure any applicable copyright requirements are met.
(c) See (b)(ii)
