I refer to page 78 of Budget Paper No. 3, 2014-15 Economic and Fiscal Outlook, where it states that the Budget assumes that the ‘Indigenous Early Childhood Development – Element 1’ National Partnership is assumed to expire, and I ask for each agency and department under the Ministers portfolios:
(a) what will be the impact of the expiry of this national partnership agreement on programme delivered by the agency;
(b) which specific programs will be impacted on by the expiry of this national partnership agreement; and
(c) of the specific programs referred to in (b), which programs will cease as a result of the expiry of the national partnership agreement?

The Department of the Premier and Cabinet advises according to its records -- (a) The Indigenous Early Childhood Development -- Element 1 National Partnership Agreement provides funding for five Child and Family Centres in WA. The Child and Family Centres are located in Halls Creek, Fitzroy Crossing, Kununurra, Roebourne and the Swan Region. The full suite of services at all five Children and Family Centres will continue to operate through to 31 December 2014 using existing National Partnership funding. Child and Family Centres should be distinguished from the State's 16 Child and Parent Centres, which are a separate initiative developed and funded by the Western Australian Government. (b) All programs offered at and through the Children and Family Centres will be affected by the expiry of the National Partnership Agreement after 31 December 2014, including approved childcare and a range of early childhood, parenting and health services. (c) As funding from the Commonwealth Government is not forthcoming, programs initiated through this National Partnership in Western Australia will not be able to continue in their current form beyond 2014.
