I refer to the Western Australian Rangelands Monitoring (WARM) system, and ask -
(1) Has the Minister delegated monitoring and reporting of the WARM system to individual pastoralists?
(2) If yes to (1), what, if any, legally enforceable arrangements are in place to ensure appropriate standards of monitoring and reporting?
(3) If there are no legally enforceable arrangements in place, why not?
(4) If no to (2), what arrangements does the Minister have in place to ensure appropriate standards of monitoring and reporting?
(5) How has the Minister sought to manage the conflict of interests that may arise in the circumstances of pastoralists reporting the WARM system data on the land they operate?
(6) Will audits of the WARM system data be undertaken?
(7) If yes to (6), by whom?
(8) Does the Minister intend to delegate regulation of the WARM system to individual pastoralists?
(9) If yes to (8), when would this occur?

(1) No. There are no plans to delegate monitoring and reporting through the Western Australian Rangeland Monitoring System (WARMS) to individual pastoralists. The Department of Agriculture and Food Western Australia (DAFWA) currently operates, and will continue to operate, this program.
(2) Not applicable.
(3) There is no requirement for legally enforceable arrangements to ensure appropriate standards of monitoring and reporting.
(4) The constant scrutiny of WARMS data through such mechanisms as the Australian Collaborative Rangelands Information System (ACRIS) ensures appropriately high standards of rangeland monitoring, data interpretation and reporting, are maintained.
(5) Not applicable.
(6) On occasions, WARMS sites are assessed by different operators to ensure consistency of data assessment and interpretation.
(7) By DAFWA staff other than those making the initial assessment.
(8) No.
