My question was originally addressed to the Minister for Local Government and Regional Development, but I have been requested to redirect it to the Minister for Agriculture, Forestry and Fisheries. I refer to the potential demise of the Western WISE Network following the Mid West Development Commission’s decision to transfer financial and organisational responsibility of the network to WA Community Builders. With the current limited resources of WA Community Builders in mind, I ask - (1) Is the minister prepared to provide funding for a full-time coordinator to continue the invaluable work of the Western WISE Network? (2) If no to (1), what kind of financial/and or organisational assistance is the minister prepared to consider to ensure the maintenance of the Western WISE Network? Hon KIM CHANCE

I thank the member for some notice of this question. (1)-(2) The Western WISE Network is an initiative of the Mid West Development Commission established as a pilot in Mullewa in May 2000. The PRESIDENT: Order! I ask the Leader of the House, is this an extensive answer that could be tabled? Hon KIM CHANCE: It is a single page, Mr President, but I am happy to table it. The PRESIDENT: No; that is not necessary. Hon KIM CHANCE: The network provides information on community development, encourages enterprise and economic development opportunities, and promotes the environment through a unique forum targeting remote and rural people in the mid west. The network provides opportunities for like-minded people to get together and encourage and learn from one another through regular meetings on a grassroots level. WWN has been relatively successful, and a recently convened meeting of stakeholders determined three options for the future of the network, which were to - (i) establish a formal steering committee to develop a strategic plan, become incorporated and become a stand-alone organisation; (ii) offer the intellectual property of Western WISE Network to other organisations that have similar values and ethos; or (iii) celebrate the success of WWN and recognise that it is time for the network to go into recess. These options are still being worked through. However, I am informed by the Mid West Development Commission that if ongoing staffing support is not possible or appropriate, dependent on the agreed future direction for WWN, the commission will still be able to provide assistance by - (a) providing support and guidance during the transition if another organisation decides to take on the network; (b) preparing an operations manual to assist coordinators of future gatherings; (c) continuing to have a representative attending network gatherings; and (d) making available part or all of a mid west regional development scheme grant of $10 000 received by the network to any appropriate organisation to assist it with taking on the responsibility for the network. This is subject to approval of a variation in the use of the grant, which is not expected to be a problem.
