RESOURCE MANAGEMENT AND PLANNING CHARGE
277. Mr F.M. LOGAN to the Minister for Water:
I draw the minister's
attention to the budget papers and the $5.8 million annual water resource
management and planning charge proposed for the three out years from 2013.
(1) Why is the
minister even considering a hit on farming families with this new water tax
when the Economic Regulation Authority found that there is no statutory
approval for it to be applied?
(2) What has
changed from the time when this charge was said by Terry Redman, now the
Minister for Agriculture and Food, to ''be burdensome enough to put them''—in
his case, farmers in Pemberton and Manjimup—''out of business''?

I thank the member for Cockburn for
the question. Yes, it is true; in the out years of our budget, Treasury has put
in some funds on the basis that under the national water initiative there is a
possibility that we could bring in legislation and bring in charges for some
activities in terms of water management.
