I refer to the Legal Profession Uniform Admission Amendment (Qualifications) Rule 2025 , and I ask: (a) what was the catalyst for bringing about these amendments to the rules; (b) who was consulted prior to these amendment rules being finalised; (c) in reference to (b), did any person consulted raise any concerns; (d) if yes to (c), what were these concerns; (e) in reference to (d), have the finalised amendments addressed these concerns; and (f) if no to (e), why not?

(a) The Amendment Rule was made by the Legal Services Council (LSC) under Part 9.2 of the Legal Profession Uniform Law (Uniform Law). It amends the Legal Profession Uniform Admission Rules 2015 (NSW) (Admission Rules).
It was developed to provide guidance to admitting authorities and is intended to support the employment and integration of experienced foreign lawyers into Australia’s legal profession.
(b) The LSC consulted with Chief Justices of the Uniform Law’s participating jurisdictions, the Legal Profession Admission Board of NSW, Victorian Legal Admissions Board and Legal Practice Board of WA, the Law Society of NSW, NSW Bar Association, Office of the Legal Services Commissioner of NSW and Victorian Legal Services Board and Commissioner. The Departments of Communities and Justice (NSW), Justice and Community Safety (VIC) and Justice (WA) were also consulted.
Public consultation was also undertaken as required under section 426(3)(b) of the Uniform Law. Submissions were received from peak legal stakeholder bodies, law firms and legal practitioners.
(c) Stakeholders were generally supportive of the Amendment Rule.
(d)–(f) Not applicable.
