I refer to Budget Paper No. 2, page 163, and Significant Issues impacting the agency, which relates to the establishment of an infrastructure delivery unit in the Department of Finance and the Major Projects Directorate, and I ask: (a) Has the Major Projects Directorate considered the Swanbourne Station Precinct Proposal by Cedar Woods: (i) If no, will it consider the project; (b) Does the Major Projects Directorate have a set list of criteria when

If yes, please table; (c) Please table a timeline of the Swanbourne Station Precinct Proposal by Cedar Woods proposal, including: (i) The date the proposal was received by the Government; (ii) The date the proposal was received by the Department of Finance; (iii) Dates that decisions were made regarding this project; (iv) Dates that media announcements were made regarding this project; and (v) Dates where the project was discussed between departments and or Ministerial offices, including the departments and Ministerial offices involved in those discussions; and (d) Was the Swanbourne Station Precinct Proposal by Cedar Woods ever considered as a METRONET project, as far as the Department of Finance is aware?

The Department of Finance advises:
(a) No.
(i) Prior to any further assessment under the Market-led Proposals (MLP) Policy, the proposal is subject to baseline due-diligence being undertaken and a masterplan being prepared.
(b) No. A major project is a project considered by Cabinet to be a high value or complex project.
(c) The MLP Policy recognises the confidential nature of submissions and publicly outlines the disclosure settings. This includes a summary of each MLP invited to Stage 2 and the outcome of the evaluation process at the end of Stages 2 and 3 being publicly disclosed on the MLP website.
