This is a question without notice. Given the announcement by the Minister for Planning and Infrastructure, Hon Alannah MacTiernan, that the completion of Indian Ocean Drive between Lancelin and Cervantes has been shelved until 2005-06, I ask - (1) Was the minister consulted and informed by the Minister for Planning and Infrastructure before she made that decision, given his regional responsibilities in this area, or did he learn of it from the article in the Geraldton Guardian? (2) Is the minister aware that some seven proposed development projects in the region worth over $20 million, which were dependent on the completion of the road by 2003, are now at serious risk of being scrapped because of the minister’s decision? (3) Is the minister aware of the large capital outlays by Ardross Estates Pty Ltd on power and water for its Hill River development area, its contribution to the Indian Ocean Drive already, and its further proposed contribution to the Cervantes-Lancelin sector if completed by the end of 2003, for which the previous Government had given a funding commitment? (4) Is the minister aware that the local authorities, including the City of Geraldton, and the Shires of Greenough, Irwin, Dandaragan, Carnamah, Coorow and Gingin were setting in place a strategy to use Indian Ocean Drive as the catalyst to enhance tourism opportunities in the region, including visitors to the Pinnacles? Hon KIM CHANCE

I thank the member for his brief and concise question. I understand that the road he referred to is scheduled to be completed in 2005 or 2006. That was the answer provided today by the parliamentary secretary representing the Minister for Planning and Infrastructure. (1) I was broadly aware. I have spoken to the Minister for Planning and Infrastructure about that and a number of other road projects - not that road in isolation. We have certainly discussed that matter. (2) I do not know that they will be scrapped. That is a matter that I would hope the minister - Hon N.F. Moore: I thought you might have found out before you went along with it. Hon KIM CHANCE: I imagine that is a matter that the Minister for Planning and Infrastructure will be discussing with the proponent. I seem to recall that this matter was at least partly answered following the question that was asked during question time today. (3) I am not aware in fine detail of the capital outlays invested by Ardross Estates. Yes, of course I was aware that shires were intending to use the road’s completion as a catalyst for further tourist development.
